How an Australian transport business sparked the idea that became Our Pacific Office
Stuart Stratton was already outsourcing to the Philippines when he began exploring whether Fiji could offer something more. What he discovered pointed to an opportunity far greater than he had anticipated — and became the founding proof of concept for Our Pacific Office.
Where it started
Con-X-ion is one of Australia's leading airport shuttle and transport businesses, operating across Queensland, Sydney, and Melbourne for over 30 years. As the business grew, Stuart needed a smarter way to scale. Outsourcing to the Philippines was already part of the model, and while it was working, Stuart had a sense there was a better long-term fit to be found for the customer service requirements of his business.
Stuart wanted a partner, not just a provider. When Brad and Tracy Russell entered the picture — freshly settled in Fiji and with a strong foothold in the local community — the timing was right to try something different.
The test
What started as a small pilot for Con-X-ion quickly became something none of them had fully anticipated. The Fiji team didn't just perform. They excelled.
Within three months, the Fiji operation was outperforming the Philippines. Within six months, it was outperforming the Australian team.
"I expected the Fiji team to do well in customer service roles because of their warmth, dedication, and incredible work ethic. I never expected them to blow the Australian team out of the water the way they did. It wasn't a hard decision to move our entire customer support operation to Fiji once we saw those results."
The results were difficult to argue with. Retention was strong, the team was engaged, and the quality of output kept improving. Con-X-ion's entire service operation gradually shifted to Fiji, and it has stayed there ever since — with those first hires still an active part of the business a decade later.
What they realised
The success of that first engagement made one thing clear: this wasn't an anomaly. It was a signal.
If Fiji could do this for one Australian business, it could do it for many. Brad, Tracy, and Stuart had uncovered something genuinely valuable — not just a cost-effective labour market, but a workforce that could outcompete on quality, retention, and culture in ways that other offshore models simply weren't delivering. That realisation became the foundation of Our Pacific Office. They built it out, opened it to other businesses, and the standard they set from day one has held ever since.
Why it still matters
The founding story of Our Pacific Office isn't just a nice origin narrative. It's the frame that explains how the business was built and why it operates the way it does.
Stuart's original Con-X-ion team members are still with OPO today. In an industry where offshore staff turnover is a persistent challenge, having founding employees still active over a decade later says something meaningful about the environment, the culture, and what it actually feels like to work within this model.
OPO wasn't built on theory. It was stress-tested inside a real business, proved itself against a competing offshore market, and then exceeded expectations for an onshore Australian team. The origin story is the proof of concept.
